Utility authorized to purchase land for new operations center

At a special council meeting held on Tuesday, December 22nd, the Plymouth Common Council approved the offers to purchase approximately 21 acres of land at a price of $47,500 per acre for the location on the new Plymouth Utilities Operations Center. The site will be located along CTH PP in the northeast quadrant of the intersection with South Street.

The council action stems upon receiving a “Final Site Analysis and Recommendation” report from the Plymouth Utilities Building Committee coupled with the Plymouth Plan Commission’s review and recommendation to proceed with the land purchases.

The building committee met earlier on Tuesday, to review the consultant’s report and to act on selecting this particular site out of six (6) sites as the preferred location of the new utility operations center. Following the building committee’s meeting, a special plan commission meeting was held in which the commission reviewed the committee’s site selection against the 2001 City of Plymouth Comprehensive Plan and its planned land use map. The commission then acted to approve the committee’s proposed location for the new operations center and to recommend to the council to proceed in the corresponding purchases on land.

The next steps for the utility are finalizing the purchases and acquisitions of the properties. The utility’s architect, Bray Architects will now proceed in the detail layout and design of the buildings. The architect will be designing the new facility as high-performance and sustainable (“green”) to the gold certification level of the U.S. Green Building Council’s Leadership in Energy and Design (LEED) certification program. Also, the consultant will now develop time lines as to when final plans and specifications will be done, bids could be taken and the project completed. A very preliminary estimate places the project may cost around $7-8 million.
